The Law: California's 15 mph Cap, Plus San Diego's Own Restrictions
California caps electric scooters at 15 mph on bikeways statewide, the same rule that applies up the coast in Los Angeles. Riders must be at least 16 with a valid driver's license or learner's permit, and helmets are required under 18. San Diego layers its own restrictions on top: e-scooters are limited to roads posted at 25 mph or less and to bike lanes, and parks and other public spaces are off-limits entirely, not just certain trails within them, the whole category. When you park, leave the scooter upright on the sidewalk in a way that does not block pedestrian traffic, rather than lying it on its side.
The Boardwalk Rule Almost Everyone Gets Wrong
Ocean Front Walk in Mission Beach and the boardwalks along La Jolla are some of the most iconic rides in the city, and they are also where scooters are the most restricted. Scooters are banned on boardwalks and beach paths outright, with pedestrian-heavy stretches enforcing far lower speeds where any riding is allowed at all. If your plan is to cruise the boardwalk on your own scooter, that plan does not work here, keep to the street-level bike lanes and dedicated bike paths instead.
Canyons and Mesas Make Terrain More Uneven Than It Looks
San Diego's coastline is flat and forgiving, but the city is cut through with canyons and mesas, neighborhoods like North Park, Kensington, and the areas around Mission Valley have real elevation changes packed into short distances. A commute that looks flat on a map can still involve a genuine climb out of a canyon.
